AU Hosts Workshop on International Law and Cybersecurity

Addis Ababa, July 4, 2026 (LANA) – A workshop on strengthening the application of international law in cyberspace concluded at the African Union headquarters in Addis Ababa. The workshop, organized by the Partnership Organization with the German Federal Foreign Office and the German Agency for International Cooperation (GIZ), in collaboration with the University of Exeter, took place from July 1 to 3, 2026.
Representatives from African Union member states, legal experts, academics, and international partners participated in the workshop, discussing mechanisms for interpreting and applying the principles of international law in cyberspace, with the aim of promoting responsible state behavior in the use of information and communication technologies.
The workshop aimed to enhance member states' understanding of international law provisions related to cyberspace and to support the development of coordinated national and continental approaches that contribute to strengthening digital security and stability, in line with the African Union's Agenda 2063.
The organizer's representative emphasized that the accelerating pace of digital transformation in Africa makes strengthening the application of international law in cyberspace essential for protecting peace, security, and stability, and supporting sustainable development on the continent.
For his part, the Director of the Governance and Conflict Prevention Department at the African Union stated that international law remains applicable to states' conduct in cyberspace, just as it does in other areas. He stressed that international legal principles were not formulated for specific technologies, but rather to regulate state behavior.
Professor Hajar Gildish, Legal Counsel of the African Union, affirmed that international law does not lose its effectiveness simply because activities move to cyberspace. On the contrary, it continues to provide the legal framework governing relations between states in the digital environment.
