“Only Libyans can determine the details of a unification agreement; the U.S. Initiative supports the UN-led process," Boulos says.

Benghazi, 29 June 2026 (Lana)—U.S. Senior Advisor for Arab and African Affairs Massad Boulos emphasized that the U.S. initiative is to support Libyan efforts to unite their country, achieve a durable peace, and create the conditions for national elections, stressing that the initiative is designed to be inclusive, ensuring balanced representation for all stakeholders, regions, and cities. 

In a tweet, after an interview with the Libyan newspaper Al-Hadath, Boulos stated that the gradual steps that the United States and Libyan parties have taken since July 2025 to make progress in unification include achieving a unified national budget and conducting the joint FLINTLOCK 26 military exercises led by AFRICOM, with the participation of forces from across the country. 

“I noted the important roles that international partners are playing in Libya, including Türkiye, Egypt, Italy, France, Jordan, the UAE, Qatar, and others. I stressed that decisions on the details of any unification agreement belong to the Libyans themselves,” he stated.

“The short-term U.S. initiative is designed to be completely complementary to the medium- and long-term roadmap of UNSMIL and SRSG Hanna Tetteh. The United States will continue its efforts to support the Libyan people, who have suffered 15 years of war and division,” Boulos added.
