Administrative Control Authority and French firm Covisert sign memorandum of understanding to support governance and combat corruption

Paris, June 25, 2026 (LANA) – The Chairman of the Administrative Control Authority, Abdullah Qaderbouh, and the President of the French COFICERT, Jérôme Gacquin, signed a memorandum of understanding aimed at strengthening cooperation in the areas of good governance, combating corruption, combating money laundering and terrorist financing, and improving institutional performance.

According to the Administrative Control Authority, the memorandum of understanding included several key areas of cooperation, most notably supporting and developing anti-corruption and bribery systems by utilizing internationally recognized standards, particularly ISO 37001, a global standard for evaluating the effectiveness of anti-bribery and corruption management systems within institutions.

The memorandum also included enhancing compliance with anti-money laundering and terrorist financing requirements, in line with Libya's international obligations, by utilizing specialized international standards and certifications, most importantly AML 30001, which is an internationally recognized indicator of institutions' commitment to anti-money laundering and terrorist financing requirements and the promotion of financial integrity.

The memorandum also aims to support public institutions and state-owned enterprises in obtaining specialized international accreditations and certifications, thereby enhancing their international standing and increasing confidence in them among international partners, investors, and stakeholders.

In the area of ​​capacity building, the two parties agreed to cooperate in implementing training programs, exchanging expertise, and transferring knowledge, thereby supporting the development of national competencies and promoting a culture of governance and corporate compliance in accordance with approved international standards.

COFICERT, headquartered in France, is the first international body specializing in the accreditation of financial and non-financial standards. Known as the Committee for Financial Certifications, it comprises a select group of international experts in the fields of financial governance, social responsibility, and combating money laundering and terrorist financing. The organization operates in more than 40 countries worldwide, including the Middle East and North Africa region.
