Al-Menfi and Takala discuss the implementation of the national agreement to end the preliminary phase between the three councils.

Tripoli, June 22, 2026 (LANA) – The Head of the Presidential Council, Mohammed Al-Menfi, met today, Monday, at the Council's headquarters in Tripoli, with the Head of the High Council of State, Mohammed Takala, to discuss the implementation of the national agreement to conclude the preparatory phase between the three councils, according to the Presidential Council's media office.

The media office stated that the meeting discussed ways to broaden participation to safeguard national sovereignty and the democratic system in the face of challenges. This would be achieved by enhancing transparency and the free will of members of legitimate institutions, following a serious and time-bound process as outlined in the document. This process begins with activating the 15-member liaison committee elected at the electoral district level and preparing the necessary draft laws in accordance with constitutional provisions and the political agreement. These drafts require the executive authority, represented by the Presidential Council collectively, to prepare them in binding consultation with the High Council of State, and then submit them to the Libyan House of Representatives for approval after discussion according to its internal mechanisms.
