The announcement in Tripoli of the launch of the National Framework for Enhancing Graduate Employment Opportunities

Tripoli, June 22, 2026 (LANA) – The Ministries of Higher Education and Scientific Research, Technical and Vocational Education, and Labor and Rehabilitation in the Government of National Unity, in cooperation with the European Union and Expertise France, announced today the official launch of the National Framework for Enhancing the Employability of Education Outcomes in Libya. This framework will serve as a unified national reference point aimed at aligning educational outcomes with labor market needs and transforming them into sustainable employment opportunities.
During the launch ceremony, held at the Libyan Academy for Graduate Studies in Tripoli, Minister of Higher Education and Scientific Research, Mohamed Al-Dbeib, emphasized that the National Framework aims to improve graduates' readiness for the labor market by aligning academic outputs with professional requirements. It will empower graduates to acquire the necessary competencies and skills to enhance their professional success and contribute to supporting the national economy.
The National Framework is based on higher education and technical and vocational education pathways. It aims to develop competitive competencies that meet the needs of the modern labor market, expand and diversify employment opportunities, and strengthen the private sector's role in absorbing graduates.
The framework also includes support for entrepreneurship, self-employment, and innovation within educational institutions, contributing to improved educational outcomes and a sustainable economic and social impact.
The launch ceremony was attended by the Minister of Higher Education and Scientific Research, the President of the Libyan Academy for Graduate Studies, Undersecretaries of the Ministry of Technical and Vocational Education, representatives from the Ministry of Foreign Affairs and International Cooperation and the Ministry of Economy and Trade, the Director of Cooperation at the European Union Delegation, the Cultural Attaché at the French Embassy, representatives from Expertise France, and the presidents of Libyan universities.
