HoR affirms its rejection of resettlement and naturalization.

Benghazi, 2 June 2026 (Lana)—The Libyan House of Representatives (HoR) affirmed its firm rejection of any projects, measures, or arrangements that would, directly or indirectly, lead to the resettlement or naturalization of foreigners, or any demographic change affecting the population composition of the Libyan state, stressing that safeguarding national sovereignty and preserving the country's demographic and cultural identity are national principles that are not subject to compromise or violation.

In a statement published yesterday on its official page regarding its rejection of resettlement and naturalization, the HoR stated that its position is based on the provisions of Law No. 24 of 2023 concerning combating the naturalization of foreigners in Libya and on applicable national legislation, emphasizing its rejection of any understandings or arrangements, whether declared or undeclared, that might lead to imposing a new demographic reality within the country.

The House stressed that Libya will not be an arena for exporting crises or a repository for the repercussions of international and regional policies, affirming its rejection of any solutions or remedies imposed at the expense of the interests of the Libyan people, their national security, or their social stability.

The HoR highlighted that the issue of irregular migration presents a challenge with security, humanitarian, and developmental dimensions; addressing it must be done within the framework of respecting national sovereignty and applying Libyan laws in a way that safeguards the interests of the state and prevents the emergence of any permanent situation that violates the law or the national will.

The statement emphasized that the national priority at this stage must be focused on addressing the issues facing Libyan citizens, foremost among them providing housing for young people, creating job opportunities, improving the level of basic services, and addressing the economic and social repercussions of the crises the country has witnessed.

The House called on all executive, administrative, oversight, and security authorities to fully comply with the provisions of Law No. 24 of 2023 and to confront any procedures or arrangements that could be interpreted, exploited, or regarded as implicit approval of projects aimed at resettlement, naturalization, or undermining Libya’s national identity.

The HoR reiterated its affirmation that Libya’s sovereignty, the unity of its people, and its national security are not subject to negotiation or compromise, and that preserving national identity is a collective responsibility that rests on all state institutions, stressing that the national decision belongs to the Libyan people alone and that the national interest will remain above all considerations.
