Dbaiba adopts AI Ethics Charter and launches National Digital Transformation Strategy 2026–2030.

Tripoli, June 1, 2026 (LANA) – Prime Minister Abdulhamid Dbaiba of the Government of National Unity adopted the Artificial Intelligence Ethics Charter and launched the National Artificial Intelligence Strategy 2026–2030 on Monday.

The Prime Minister's Media Office stated on its official page that the Charter was announced during an official ceremony overseen by the Minister of State for Digital Economy and Artificial Intelligence, in a move aimed at consolidating the transition to a digital economy in Libya.

In his address, Dbaiba explained that launching the strategy represents an important national step towards building a future based on knowledge and innovation. He emphasized that artificial intelligence has become a pivotal tool for developing public services, improving the efficiency of government performance, and enhancing the competitiveness of the national economy, and is not merely a technological option.

He added that the creation of the Minister of State for Digital Economy and Artificial Intelligence portfolio reflects a clear governmental direction to keep pace with global transformations, emphasizing that the state aims to invest in national talent and empower youth with the tools of the future, in addition to strengthening digital sovereignty and protecting national data.

According to the office, the National Charter stipulates the consolidation of the principles of justice, transparency, and accountability, along with safeguarding individuals' rights and digital freedoms, and protecting national security and the state's digital sovereignty.

The Charter affirms the centrality of human beings in the technological process, considering artificial intelligence systems as tools to support human decision-making, not replace it, especially in sensitive sectors such as health, justice, and security. The Charter serves as a national reference for the governmental, private, and academic sectors, thereby enhancing public trust and consolidating the principles of good governance.

The office explained that the National Artificial Intelligence Strategy aims to establish a comprehensive and balanced digital transformation by developing digital infrastructure, building national capabilities, and supporting innovation and entrepreneurship. This will contribute to improving the quality of public services and enhancing national security and sustainable development, through a timeframe and phased performance indicators that ensure the gradual and organized implementation of digital transformation programs across various vital sectors.

It added that the strategy includes digital targets, among them enabling 80% of government entities to use artificial intelligence solutions, activating the national digital identity for 70% of the population, training and qualifying 10,000 employees in advanced technology fields, supporting the establishment of 100 startups specializing in artificial intelligence, automating 50% of government transactions, and converting 70% of paper records to modern digital systems.

It noted that the adoption ceremony was attended by a number of government ministers, the Chairman of the Communications and Information Technology Regulatory Authority, the Chairman of the Board of Directors of the Telecommunications Holding Company, and a select group of specialists and stakeholders in the fields of digital transformation and artificial intelligence.
