Dbeibah: We are committed to providing a safe investment environment for Chinese companies to return and complete stalled projects and enter into new projects in Libya.

May 13, 2026 (LANA) – Prime Minister of the Government of National Unity, Abdul Hamid Dbeibah, affirmed Libya's readiness for major Chinese companies to return and complete stalled projects and embark on new ones, particularly in the energy, housing, and infrastructure sectors. He emphasized the government's commitment to providing a safe and stable investment environment and strengthening cooperation within the framework of the Belt and Road Initiative.

This came in a speech he delivered during his participation in a dialogue session organized by the High Committee for Supervising Libyan-Chinese Cooperation on Wednesday, entitled "The Libyan-Chinese Strategic Partnership: An Analysis of the Current Situation and a Vision for the Future." The session was attended by the Chinese Ambassador to Libya, Ma Xueliang, the head and members of the committee, a number of ministers, directors of public and private bodies and institutions, and academics specializing in international relations.

Dbeibah stated that Libya is steadily moving towards stability and reconstruction, and is striving to translate this stability into tangible development projects that will positively impact the lives of its citizens. He noted that the government views China as a strategic partner in the reconstruction and development phase.

For his part, the Ambassador of the People's Republic of China to Libya, Ma Xueliang, praised the level of cooperation between the two countries, affirming his country's support for strengthening the strategic partnership in various fields, particularly in the investment, infrastructure, and technology sectors, in a way that serves mutual interests and opens broader horizons for future cooperation.

In turn, the head of the High Committee for Supervising Libyan-Chinese Cooperation, Abdulmajid Ibrahim, emphasized the depth of Libyan-Chinese relations, indicating that the government's vision is based on building effective strategic partnerships that support reconstruction and development efforts and benefit from Chinese expertise. In the areas of infrastructure, energy, technology, and digital transformation, this contributes to supporting the national economy and enhancing investment opportunities.

The dialogue included several themes addressing the historical and diplomatic dimensions of Libyan-Chinese relations, economic opportunities, investment prospects, and the partnership environment, in addition to the knowledge and technology aspect related to capacity building and digital transformation as a future partnership between the two countries.
