Restoring One of the State's Most Important Strategic Assets

Tripoli, May 11, 2026 (LANA) – Prime Minister of the Government of National Unity, Abdul Hamid Dbaiba, welcomed the return of the Ras Lanuf refinery to full Libyan sovereignty and management after years of international legal and arbitration disputes. He described this step as a "significant national achievement" that restores one of the state's most prominent strategic assets in the oil and energy sector.
In a post on his official Twitter account, Dbaiba affirmed that the agreement concluded with Trasta Oil Company has helped close a complex chapter and restored the National Oil Corporation's full rights to manage and operate the refinery. This strengthens the state's efforts to recover its vital assets and support the national economy.
The Prime Minister praised the efforts exerted by the National Oil Corporation, the negotiating teams, and the legal and technical staff, which led to reaching this agreement and ending the disputes related to the refinery through international legal and arbitration channels.
Dbaiba reiterated the Government of National Unity's full support for the plans to rehabilitate and operate the Ras Lanuf refinery complex, which will contribute to raising the efficiency of the oil sector and enhancing its production and operational capabilities.
Earlier today, the National Oil Corporation (NOC) announced the signing of a final agreement with Trasta Company, which stipulates the termination of the foreign partnership and the complete withdrawal of the foreign partner from Lirco. The partner's shares will be transferred to the NOC, thus returning the Ras Lanuf refinery and complex entirely to Libyan sovereignty and management.
The agreement was signed today in the presence of the Chairman of the NOC Board of Directors, Masoud Suleiman, who confirmed that the agreement officially ends the foreign partnership within Lirco and paves the way for the restructuring and operation of the Ras Lanuf complex under full Libyan management. He described this as one of the most significant transformations in the Libyan oil sector since 2011.
The NOC explained that the agreement resolves one of the most complex issues in the Libyan oil and gas sector, after more than a decade of international legal and arbitration disputes. It noted that the return of the Ras Lanuf complex to full Libyan control paves the way for a new phase of rehabilitation, operation, and development.
The Chairman of the Board of Directors of the Corporation praised the efforts exerted by the Corporation's negotiating, legal, and technical teams throughout the years of conflict, emphasizing that what has been achieved represents a national accomplishment reflecting the ability of Libyan expertise to protect the state's rights and recover its strategic assets through legal and negotiated channels.
He also commended the efforts made by the relevant departments within the Corporation and its subsidiaries, considering the agreement to mark the beginning of a new phase for revitalizing the Ras Lanuf complex and restoring it to its position as one of the most important refining and petrochemical centers in the region.
