Tripoli, 11 May 2026 (Lana)—Deputy Special Representatives of the Secretary-General, Stephanie Koury and Ulrika Richardson, underscored the importance of safeguarding the independence of oversight institutions and protecting them from political interference, reaffirming their critical role in promoting accountability, sound public finance management, and long-term stability in Libya.
This came during their meeting yesterday with the Chairperson of the National Audit Bureau, Khaled Shakshak, to discuss recent economic developments, including the implementation of the Unified Expenditure Framework, and ongoing efforts to strengthen governance, transparency, and oversight across Libya’s institutions, including the oil sector.
The UNSMIL stated on its official page that discussions highlighted the importance of advancing the implementation of the Framework, which presents a critical yet narrow and time-sensitive opportunity for Libya to address longstanding structural economic challenges.
Both sides stressed the need for timely actions by the concerned entities required to move its implementation forward, sustain reform momentum, and support national development efforts.
The meeting also addressed recent measures aimed at strengthening transparency and accountability in oil revenue management through efforts to enhance governance of the sector, including monitoring systems, curb fuel and oil smuggling, and reinforce oversight of public revenues.
