UN mission: Members of the mini-dialogue agree on restructuring the electoral commission council

Rome, April 29, 2026 (LANA) – The United Nations Support Mission in Libya (UNSMIL) announced that members of the Dialogue Small Group agreed during their meeting today, Wednesday, in Rome, Italy, on restructuring the High National Elections Commission (HNEC) and the need for a swift response to the will of the Libyan voters.

The committee recommended addressing the existing dispute regarding the HNEC chairmanship by having the Attorney General nominate a judge known for competence, integrity, and impartiality, to be appointed according to established procedures.

The committee also called for consideration of the actions taken by the House of Representatives and the High Council of State in their respective sessions held on December 29, 2025, and January 12, 2026, respectively, in nominating Ali Al-Tayeh Abdul Jawad, Haitham Ali Al-Tabouli, and Ali Abu Salah from the House of Representatives; and Sanaa Al-Lishani, Badiwi Muhammad Badiwi, and Ali Muftah Al-Mabrouk from the High Council of State, as members of the new HNEC board.

According to the mission, the members of the smaller dialogue group agreed on the necessity of responding to the will of the Libyan people, 2.8 million of whom registered to vote to elect their representatives through the ballot box. They stressed the need to end the political deadlock that has hindered progress in the electoral process.

The mission stated that the smaller group tasked with discussing the first two steps of the UN roadmap held its first meeting today in Rome, under the auspices of the United Nations Support Mission in Libya (UNSMIL) and hosted by the Republic of Italy.

The members of the smaller group agreed to continue their consultations, facilitated by UNSMIL, to reach consensus on viable and applicable electoral laws that meet the aspirations of the Libyan people for national elections.

The Special Representative of the Secretary-General of the United Nations, Hanna Tetteh, announced during her briefing to the Security Council last February a two-step approach to overcome the inability of the two councils to reach an agreement on completing the High National Elections Commission and amending the electoral laws.
