The Ninth Meeting of the Council of Legal Advisors to African Parliaments Begins in Benghazi

Benghazi, April 29, 2026 (LANA) – The ninth meeting of the Council of Legal Advisors to African Parliaments commenced today, Wednesday, at the headquarters of the House of Representatives in Benghazi, under the theme "Strengthening Global Commitments and National Law."
The opening session began with a speech by the Deputy Speaker of the House of Representatives, Rasmi Balrouin, who welcomed the attendees and praised the efforts of the Council of Legal Advisors to African Parliaments and the consultations they provide to enhance the performance of African parliaments. He noted that this meeting reflects the unity of purpose among the people of the African continent, a convergence of visions, and the integration of the will of the continent's peoples.
In his address, Mr. Balrouin explained that African parliaments, elected by their people, share a common vision and objective of moving steadily towards a future built on firm sovereignty. He wished the participants success in their meeting.
On the first day of the meeting, participants discussed the “Nairobi Initiative: Legal Advice as a Key to Transition and Sustainability,” as well as the role of legal advisors in strengthening and developing legislative processes within parliaments and overseeing legislation.
The meeting was attended by Mr. Fares Rizk Boukhbezeh, a member of the Council of Legal Advisors representing the House of Representatives, and Council members Mr. Asaf Ntanda and Ms. Deborah Nagodi (Uganda Parliament), Ms. Lillian Wambwe, Mr. Michael Ngor, and Mr. Daniel Gamba (Kenya Parliament), and Mr. Behkomosa Kusana (Eswatini Parliament). Members of the Council of Legal Advisors, representing approximately 20 African parliaments, also participated via videoconference, along with several representatives from the Council's General Secretariat.
The ninth meeting of the Council of Legal Advisors of African Parliaments will continue for two days.
