UN envoy: Structured dialogue nearing its final stages and the formulation of a national vision for Libya

Tripoli, April 27, 2026 (LANA) – The Special Representative of the UN Secretary-General, Hanna Tetteh, affirmed in her address during the virtual plenary session of the structured dialogue on the four tracks (governance, economy, security, and national reconciliation and human rights), that these discussions are of paramount importance for the future of Libya, within the framework of collective efforts to formulate a comprehensive national vision based on justice and dignity, and which contributes to addressing the most prominent challenges facing the country.

Tetteh noted that the discussions, despite their difficulty, were constructive, expressing her appreciation for the level of seriousness and the rich contributions witnessed during the sessions, which she described at times as heated, but which reflect the importance of the issues raised.

She explained that the structured dialogue is nearing its final stages, with approximately one month remaining until its conclusion in early June, stressing that this stage is crucial to ensuring that the recommendations presented are robust, practical, implementable, and genuinely reflect the aspirations of the Libyan people.

She explained that the four tracks focused on two main axes: creating a conducive environment for elections and addressing the root causes of the conflict in the medium and long term to formulate a comprehensive national vision.

Regarding the governance track, discussions addressed ways to overcome the political deadlock related to the implementation of the UN roadmap, given the lack of progress between the House of Representatives and the High Council of State, in addition to guarantees for the success of the electoral process and a peaceful transfer of power.

The security track focused on the requirements for creating a secure environment for elections, including the security of the electoral process, conflict prevention, and maintaining the 2020 ceasefire agreement, along with security sector reform.

In the national reconciliation and human rights track, discussions addressed issues of arbitrary detention, freedom of expression, expanding civic space, the rule of law, and the pivotal role of an independent judiciary as a guarantee of the legitimacy of elections and ending the judicial deadlock.

The economic track focused on urgent measures to achieve economic stability and improve living conditions, thus creating a suitable environment for holding fair elections.

Tetteh emphasized that the strength of the dialogue's outcomes depends on the quality and consistency of the recommendations, and their ability to garner broader national and international support. She noted the importance of integrating feedback with alternative proposals supported by clear justifications.

She stressed the principle of inclusivity, considering it one of the dialogue's greatest strengths, and highlighted the broad participation of women, youth, people with disabilities, and civil society in drafting the recommendations.

She commended the role and contributions of Libyan women, emphasizing the importance of ensuring their fair representation and removing obstacles to their participation in political, security, and economic decision-making positions, as this is fundamental to building a unified and stable state.

She also explained that the UN mission conducted extensive outreach to various segments of Libyan society, including more than 3,200 young men and women through a digital platform, in addition to opinion polls that revealed clear demands related to legitimacy, accountability, and inclusivity, with widespread emphasis on the need for elections to be held with credible guarantees.

She concluded by noting that the mission proposes a complementary, two-step approach to address some of the political complexities, without replacing the structured dialogue, which remains the essential framework for formulating a comprehensive national vision led by the Libyans themselves.
