Libya and Russia discuss reactivating their partnership in Moscow.

Tripoli, 22 April 2026 (Lana)—Libyan-Russian relations witnessed a significant development with the resumption of the work of the joint committee between the two countries during an official meeting held yesterday in Moscow, Russia, after a hiatus of more than 25 years.
The Libyan side was headed by the GNU-Minister of Transportation, Mohamed Al-Shahoubi, with the participation of the Acting Minister of Foreign Affairs and International Cooperation, Taher Al-Baour, as part of a high-level official delegation, and the Russian side was headed by the Minister of Energy, Sergey Tsivilyov, in the presence of a number of senior officials.
According to the official page of the Foreign Ministry, the two parties discussed ways to strengthen cooperation in several strategic sectors, most notably the energy sector, in addition to preparation for the return of the Russian companies to work in Libya and resumption of direct flights between the two countries, which would support economic exchange and strengthen people-to-people ties.
The talks also discussed the development of infrastructure projects, cooperation in technical areas, in addition to training and capacity-building programs.
The two parties agreed to continue coordination through the joint committee, holding its next meeting in Tripoli, reflecting a move towards establishing a long-term partnership based on mutual interests and economic integration.
This meeting came as part of Libya’s efforts to strengthen its international presence and diversify its partnerships in support of the path to stability and reconstruction.
