The UN mission calls for strengthening community participation in shaping Libya's future.

Tripoli – April 20, 2026 (LANA) – The United Nations Support Mission in Libya (UNSMIL) called on civil society organizations and community leaders to facilitate public consultations across the country, using the practical guide to structured dialogue, with the aim of enabling Libyans to contribute to formulating a unified national vision that leads to effective institutions and lasting stability.

The Special Representative of the Secretary-General, Hanna Tetteh, explained that structured dialogue is not based on the UN identifying the needs of Libyans, but rather on Libyans working together to find common solutions. She emphasized that all citizens have a role in shaping the future of their country, stressing the Mission’s support for holding community consultations and discussions that allow everyone to express their ideas, with the results to be shared with members of the structured dialogue and made public.

In a post on its official page on Monday, the Mission indicated that the practical guide includes four main tracks: governance, the economy, security, and national reconciliation and human rights. It also provides integrated tools, including thematic summaries, presentations, and a facilitator's guide, to ensure effective and substantive consultations that involve local communities, municipalities, and civil society organizations.

The mission emphasized the need for facilitators to collect and submit recommendations and ideas via the dedicated online platform immediately after the consultations conclude, or no later than mid-May, so that members of the structured dialogue can utilize them in preparing their final report.

It noted the participation of approximately 6,000 Libyans in the online "Give Your Opinion" survey, the results of which were presented during the April discussions. Additional opportunities for participation were also provided through monthly digital sessions with mission leadership and the digital youth platform, further enhancing community engagement.

This initiative falls within the mandate of the United Nations Support Mission in Libya (UNSMIL), which aims to facilitate an inclusive, Libyan-led political process, support consensus-building to create an environment conducive to national elections, unify and strengthen state institutions, and achieve sustainable stability, according to the same source.
