Tripoli hosts a meeting on the national strategy for performance monitoring and combating corruption

Tripoli, March 29, 2026 (LANA) – The capital, Tripoli, hosted a comprehensive meeting today dedicated to discussing the implementation, monitoring, evaluation, and reporting plan for the National Strategy for Performance Oversight, Combating Corruption, and Preventing Corruption for the period 2025–2030.

The meeting, held at the Corinthia Hotel, was opened by the Head of the Administrative Control Authority, Abdullah Qaderbouh, and attended by the Director of the Economic Development, Private Sector, and Trade Program at the European Union Delegation to Libya, Stergios Tragoudas; the Regional Coordinator for the Middle East and North Africa at the United Nations Office on Drugs and Crime (UNODC), Mona Salem; and the Head of the High Committee for Supervising the Strategy, Ibrahim Abdel Karim.

Representatives from the Administrative Control Authority and the High Committee for Monitoring the Implementation of the Strategy's Objectives participated in the meeting, along with representatives from the United Nations Office on Drugs and Crime, the European Union Delegation, and international experts.

Participants reviewed the key features of the national strategy, which aims to enhance integrity and transparency in public institutions and develop performance oversight tools to reduce corruption and consolidate the principles of good governance.

The meeting also addressed implementation mechanisms, including defining operational procedures, performance indicators, evaluating the timeline, and adopting a periodic follow-up program to monitor progress and assess results.

Discussions focused on the effective implementation of national oversight and anti-corruption strategies, with particular emphasis on the National Strategy for Performance Oversight, Anti-Corruption, and Prevention (2025–2030). The meeting highlighted regional and international best practices, including effective coordination among stakeholders and providing guidance for developing, monitoring, evaluating, and reporting on national strategies.

This meeting is part of the second phase of the EU-funded project, "Building National Capacities in Libya for the Prevention and Combating of Corruption and Money Laundering," implemented in cooperation with the United Nations Office on Drugs and Crime Regional Office for the Middle East and North Africa and the High Committee for Supervising the National Strategy for Performance Oversight, Anti-Corruption, and Prevention (2025–2030) at the Administrative Control Authority.

The project aims to strengthen the capacity of Libyan institutions to prevent, detect, investigate, and combat corruption and financial crimes. This meeting is a continuation of the Authority's efforts to develop the anti-corruption system and establish detailed implementation frameworks, adopting a participatory approach that includes governmental, oversight, and judicial institutions, the private sector, and civil society organizations, in accordance with the United Nations Convention against Corruption.
