Tripoli, March 29, 2026 (LANA) – The Libyan Association of Members of Judicial Bodies issued a series of recommendations at the conclusion of a scientific symposium held in Tripoli on Saturday. Among the most prominent recommendations were the establishment of a federation of human rights organizations and the creation of a specialized national institution dedicated to defending the independence of the judiciary and the rule of law.
In its concluding statement, issued at the end of the symposium, which addressed "The Role of Civil Society Organizations in Supporting the Independence of the Judiciary," the Association emphasized the necessity of supporting the independence and unity of the judiciary, respecting judicial rulings issued by all courts, and committing to their implementation.
The Association stressed that the judiciary is a public matter affecting all segments of society, and that protecting and defending its independence is a collective responsibility incumbent upon everyone without exception. It also emphasized the importance of enacting a law to regulate the work of civil society organizations.
The symposium announced the establishment of a "Federation of Human Rights Organizations" as a unified national platform to coordinate efforts in protecting the rule of law. It also called for the establishment of a "National Institution for the Defense of the Independence of the Judiciary and the Rule of Law," comprising legal professionals and dedicated to protecting the judiciary from any interference.
Regarding the current judicial situation, the recommendations emphasized that addressing the crisis must be done from within the judiciary, utilizing national expertise and free from any external interference. The recommendations also called upon the United Nations Support Mission in Libya (UNSMIL) to respect judicial sovereignty and limit its role to supporting national initiatives.
Furthermore, the Assembly urged the House of Representatives to adhere to its mandate during the transitional phase and to refrain from hastily enacting legislation related to the judiciary. It warned that any unilateral legislation could lack legitimacy and be subject to challenge and invalidation.
The recommendations also stressed the necessity of respecting the rulings of the Constitutional Chamber of the Supreme Court and ensuring the continued operation of the Supreme Judicial Council in accordance with existing legislation. The Assembly further urged the Council to activate the National Committee for Judicial Development and to receive legal initiatives submitted by relevant authorities.
The symposium, held on Saturday, saw the participation of representatives from the Supreme Judicial Council, along with a select group of judges, legal professionals, human rights activists, and representatives from civil society organizations. Research papers and presentations were delivered addressing the challenges facing civil society and its role in strengthening judicial independence.
At the conclusion of the event, the association expressed its appreciation to the Supreme Judicial Council and all participants, commending the efforts of those who supported the success of the symposium.
