Al-Dabib: Reforming Higher Education

Tripoli, March 24, 2026 (LANA) – The Minister of Higher Education and Scientific Research in the Government of National Unity, Dr. Mohamed Ahmed Al-Dabib, announced the launch of a comprehensive program to develop the higher education sector. This program is based on standards of quality, governance, and transparency, aiming to enhance the role of universities in knowledge production and align their outputs with societal needs and national development requirements.

In a post on the ministry's official page, the minister affirmed that the ministry's plan for the coming phase focuses on developing academic and administrative institutions, improving the university environment, empowering national talent, directing scientific research towards priority issues, and strengthening cooperation with regional and international universities and research centers. This will contribute to raising the scientific standing of Libyan universities.

Al-Dabib emphasized the importance of concerted efforts among state institutions, universities, research centers, and national experts both within Libya and abroad. He considered the advancement of the higher education sector a national imperative requiring collaborative action.

He noted the ministry's commitment to addressing outstanding issues, in coordination with relevant authorities and with government support, to ensure the stability of the educational process and enhance confidence in academic institutions. He emphasized the ministry's openness to diverse talents and expertise to contribute to the development of this vital sector.

Prime Minister Abdul Hamid Dbaiba recently issued a decree appointing Dr. Mohammed Ahmed Dbaiba as Minister of Higher Education and Scientific Research, succeeding Dr. Imran Al-Qib, as part of the government's efforts to restructure the sector and improve its performance.
