Dbeibah discusses with a delegation from the British company Shell the memorandum of understanding with Libya and increasing oil and gas production.

Tripoli, March 2, 2026 (LANA) – Prime Minister Abdulhamid Dbeibah of the Government of National Unity met today with a high-level delegation from the British company Shell to discuss the government's plan to increase oil and gas production rates and enhance international investor confidence in Libya's energy sector.

The meeting addressed mechanisms for developing the memorandum of understanding signed between the National Oil Corporation and Shell last January, and working to activate and implement it practically. This would expedite the company's return to the Libyan market and support exploration and development programs, as well as improve the efficiency of existing fields.

Dbeibah affirmed that the government is committed to implementing a clear vision to increase production and achieve the announced targets. He emphasized that partnerships with major companies are a fundamental pillar for achieving technical and financial stability in the oil and gas sector and creating a competitive and secure investment environment that enhances the attractiveness of the Libyan market. He reiterated the government's commitment to supporting the return of major international energy companies to work in Libya and providing them with the necessary facilities, thereby strengthening the country's position as a reliable energy supplier and driving economic development in the coming phases.

The meeting was attended by the Minister of Oil and Gas, Khalifa Abdul-Sadiq; the Chairman of the Board of Directors of the National Oil Corporation, Masoud Suleiman; the Head of the Executive Team for Presidential Initiatives and Strategic Projects, Mustafa Al-Mana; the Executive Vice President of Conventional Oil and Gas, Richard Howe; the Vice President and Head of the UAE and Iraq branch, Fakher Bader; and the General Manager of New Business Development, Martin Garvelink.
