Dabaiba calls for a halt to funding for 2026 projects and warns of the repercussions of parallel spending.

Tripoli, February 19, 2026 (LANA) – The Prime Minister of the Government of National Unity, Abdulhamid Dabaiba, sent an official letter today to the Governor of the Central Bank of Libya, calling for a halt to all spending under Chapter Three of the budget, which pertains to project financing for the fiscal year 2026, without exception, until full compliance with the provisions of the Unified Development Program is achieved.
In his letter, Dabaiba reiterated his warning about the repercussions of parallel spending, which has exceeded 70 billion dinars, pointing to its contribution to the rise in public debt, increased inflation rates, and the decline in the value of the Libyan dinar.
He emphasized that development is a right for all Libyans in the east, west, and south, with the participation of all relevant authorities, provided that financial ceilings and controls are adhered to in order to maintain economic stability and prevent further financial imbalances.
