Mabrouka Toughi to (LANA): Benghazi has always been a capital of Arab culture

Tripoli, February 18, 2026 (LANA) – The Ministry of Culture and Knowledge Development of the Government of National Unity organized a coordination meeting today, Wednesday, with the Arab League Educational, Cultural and Scientific Organization (ALECSO), focusing on the Benghazi Arab Capital of Culture 2026 program.
Minister of Culture and Knowledge Development, Mabrouka Toughi, stated to the Libyan News Agency that the ALECSO delegation's visit was part of discussions on several key topics. She explained that the first topic previously discussed was the cultural and creative industries and the holding of an international conference on this subject.
She added that the second topic was the tripartite plan between the Ministry of Culture and ALECSO for developing cultural policies in Libya. The third and most important topic, which had generated considerable debate recently, concerned the Benghazi Arab Capital of Culture program.
She explained that the Ministry of Culture is the competent authority on this matter, and that the decision to designate Benghazi as the Arab Capital of Culture 2026 was issued during a conference of Arab Ministers of Culture in 2018 and reaffirmed in 2021 during their participation in the Arab Ministers of Culture Conference in the United Arab Emirates. The selection of Benghazi as the Arab Capital of Culture for 2026 was further confirmed at subsequent conferences.
The Minister emphasized her welcome of this cultural event, stressing that Benghazi has always been a capital of Arab culture. She noted that a committee from the Ministry of Culture will be formed to organize and promote the cultural events related to this occasion.
The meeting was attended by the Minister of Culture and Knowledge Development, Hamid Al-Nofli, Director of the Culture Sector at ALECSO, and Ahmed Habibi, a culture expert at the organization, along with representatives from various departments within the Ministry and the team working on the three-year plan in Libya.
