Tetteh to the Security Council: The House of Representatives and the State Council have not made any progress regarding their commitments to the roadmap launched by the mission

New York, February 18, 2026 (LANA) – The Special Representative of the Secretary-General and Head of the United Nations Support Mission in Libya (UNSMIL), Hanna Tetteh, informed the Security Council that the House of Representatives and the High Council of State have made no progress on their commitments to the roadmap launched by the Mission last August. She announced the Mission's intention to task a small working group with resolving the two key steps in the roadmap that the two councils have failed to agree upon.

In her periodic briefing to the Security Council on Wednesday, Tetteh said, "Unfortunately, there has been no tangible progress between the High Council of State and the House of Representatives regarding the roadmap and the selection of the High National Elections Commission." She emphasized that the two institutions are either unable or unwilling to complete the first milestone of the roadmap.

Tetteh stressed that the House of Representatives and the High Council of State cannot wait indefinitely, revealing the Mission's intention to form a small working group tasked with resolving the two key steps of the roadmap, namely the formation of the High National Elections Commission and the amendment of electoral laws in preparation for holding elections.

Tetteh noted that if the current plan fails, a broader meeting will be necessary to move forward with implementing the roadmap. She pointed out that the UN mission has an opportunity to utilize the mechanisms outlined in existing Libyan agreements to break the deadlock.

Tetteh confirmed that she has already consulted with Libyan parties regarding the mission's anticipated plan to address the first two points of the roadmap.
