The Electoral Commission approves the formation of a number of elected municipal councils

Tripoli, January 18, 2026 (LANA) – The High National Elections Commission (HNEC) has approved the formation of several elected municipal councils, based on the final results of the municipal council elections (Group Three – 2025), as part of completing the electoral process and strengthening the principle of elected local governance.
This came during a meeting of the HNEC Board of Directors on Sunday, which culminated in the issuance of a package of new resolutions.
According to HNEC Board Resolution No. (23) of 2026, the formation of the elected Benghazi Municipal Council was approved, in accordance with Article (74) of the Executive Regulations. The council consists of eleven members, headed by a mayor and ten members. The council will assume full responsibility for managing the municipality's local affairs, including service planning, administrative organization, and local oversight.
The HNEC resolutions also included the approval of the formation of the elected Tokra Municipal Council, which also consists of eleven members elected during the recent municipal elections, in accordance with the rules governing municipal work, ensuring local representation that reflects the popular will of the municipality's residents.
The Commission also approved the formation of the elected Qaminis Municipal Council, with the same approved legal structure of eleven members. The council will manage the municipality's affairs and oversee service and development projects, in accordance with the powers granted to it under applicable legislation.
The Commission Council also approved the formation of the elected Al-Abyar Municipal Council, based on the approved final results. This council consists of eleven members and will commence its duties from the date of the decision, in support of decentralization and strengthening the role of municipalities in providing services to citizens.
In the south, the Commission Council issued Resolution No. (28) of 2026 regarding the formation of the elected Sabha Municipal Council, which consists of eleven members. This council plays a pivotal role in managing one of the largest municipalities in terms of area and population diversity, thereby enhancing administrative and service stability in the region.
The Commission Council also issued Resolution No. (29) of 2026 regarding the formation of the elected Sirte Municipal Council, composed of eleven members, to oversee local affairs and address the municipality's development and service needs.
The High National Elections Commission confirmed that all these decisions are effective from the date of their issuance, and that all relevant authorities are obligated to implement them and publish them through available media outlets, in order to ensure transparency, support the local governance process, and consolidate the principle of the peaceful transfer of power at the municipal level.
