Dabaiba discusses with the Italian Foreign Minister ways to develop cooperation between Libya and Italy

Misrata, January 18, 2026 (LANA) – Prime Minister Abdul Hamid Dabaiba of the Government of National Unity met today, Sunday, with Italian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, Antonio Tajani, to discuss ways to develop cooperation between the two countries, particularly in the economic and service sectors. They also discussed the issue of irregular migration, considered one of the most prominent shared challenges in the Mediterranean region.

During the meeting, held in Misrata, the Prime Minister emphasized the strength of the relationship with the current Italian government and the importance of building upon this relationship to achieve practical and sustainable results. He reiterated his call for Italy and the European Union to provide direct and clear support to the Government of National Unity in addressing the challenges of irregular migration, given the significant burden Libya bears on both the security and humanitarian levels.

Dabaiba reaffirmed Libya's refusal to become a haven for illegal migration or a destination for migrants. He stressed the necessity of supporting the repatriation and return plan as a fundamental approach to addressing the crisis, ensuring a fair distribution of responsibilities and alleviating pressure on Libyan cities and infrastructure.

In the context of economic cooperation, Dabaiba reviewed developments related to ongoing strategic partnerships, noting that Misrata is witnessing the signing of an agreement to develop and expand the port terminal in the free zone, with investments reaching $2.7 billion. This project involves international companies, most notably MSC, and aims to increase the terminal's capacity to 4 million containers annually. It is expected to generate approximately $500 million in annual operating revenues and create 8,400 direct and 62,000 indirect job opportunities.

Dabaiba emphasized that this project is being implemented with direct foreign investment funding, according to clear development and operation arrangements. This ensures its completion without placing additional burdens on the state budget and reflects the government's commitment to attracting productive foreign investments to develop infrastructure and maximize returns.

The meeting also addressed existing cooperation in the energy sector, according to the government's media office. Dabaiba commended Eni's announcement two days prior, in partnership with the National Oil Corporation, BP, and the Libyan Investment Authority, of the commencement of drilling operations for the first deep-water exploratory well in the Gulf of Sirte. The well is being drilled using the advanced Italian drilling vessel Saipem 10000, at a location with a water depth of approximately 1,900 meters and a planned final depth of nearly 4,500 meters.

At the conclusion of the meeting, both sides emphasized the importance of continued coordination and strengthening the Libyan-Italian partnership to serve stability and development, and to contribute to addressing shared challenges, most notably the issue of irregular migration.
