The UN mission issues the National Charter to ensure effective representation of persons with disabilities

Tripoli, January 14, 2026 (LANA) – The United Nations Support Mission in Libya (UNSMIL) issued the National Charter on the Rights of Persons with Disabilities, aiming to ensure their effective participation in the Mission-led structured dialogue to achieve unified elections and institutions.

In a statement issued Wednesday, the Mission explained that the Charter includes commitments guaranteeing a minimum of 70 percent representation for persons with disabilities in the next government, as well as in all sovereign councils and administrative institutions. It also ensures comprehensive and sustainable representation in the four dialogue tracks: governance, security, the economy, and national reconciliation and human rights.

The Mission affirmed that the Charter is a fundamental step towards promoting equality and equal opportunities, ensuring accessibility, and guaranteeing genuine and sustainable representation for persons with disabilities in Libya's future.

The Charter also includes monitoring and implementation indicators, such as the establishment of an independent national body, primarily composed of persons with disabilities, with the authority to monitor, evaluate, and issue binding recommendations, in addition to their representation in Parliament and the government.

The charter called for organizing training courses for decision-makers and senior officials, ensuring easy access to information and services for persons with disabilities, protecting them from discrimination and abuse, and facilitating their unrestricted access to security and judicial institutions.

The charter also included provisions for developing comprehensive compensation, psychological support, and rehabilitation programs, facilitating their access to justice facilities in coordination with civil society and international organizations, and organizing awareness campaigns to combat social stigma and discrimination.

The mission added that the responsibilities of the four representatives in the structured dialogue tracks include ensuring easy access to facilities and information, providing training and empowerment programs, and actively participating in political, cultural, and social activities to promote the full and sustainable representation of persons with disabilities.

The UN mission concluded that this charter reflects shared commitments among representatives of persons with disabilities, including participants in the structured dialogue, and seeks to ensure effective, inclusive, and sustainable representation in all four dialogue tracks, striving to achieve:

equality, justice, and dignity for all.
