The committee concerned with monitoring the conditions of Libyans imprisoned abroad proposes the establishment of a specialized body to monitor the conditions of prisoners.

Benghazi, January 13, 2026 (LANA) – The committee formed by the Speaker of the House of Representatives to monitor and document the conditions of Libyans imprisoned abroad held its first meeting today to discuss the legal and humanitarian aspects of cases involving Libyan citizens detained outside the country.
The committee, comprised of House of Representatives members Saleh Abdulnabi, Ahmed Al-Sharif, and Ms. Al-Yaqubi, along with the committee's legal advisor, Ashraf Al-Dous, met with Ibrahim Bushnaf, head of the committee tasked by the government appointed by Parliament with monitoring the conditions of prisoners and detainees within Libya. They reviewed mechanisms for joint work between the two committees and ways to coordinate and unify efforts to address related cases and issues comprehensively and effectively.
The meeting also discussed the conditions of prisons within the country, the problems and obstacles facing correctional and rehabilitation institutions, and ways to implement court rulings issued against detainees. This was done within the framework of cooperation and coordination with the Deputy Commander-in-Chief, and in a manner that contributes to upholding the rule of law and improving the conditions of correctional and rehabilitation institutions.
The committee also reviewed updated statistics on the situation of Libyans imprisoned abroad. The number of cases under review reached 298 prisoners, of whom 113 have been released, and verdicts have been issued in 128 cases, in addition to two cases of deportation or withdrawal.
The committee noted that 47 prisoners have been released and 18 citizens have been deported, while emphasizing that a number of cases are still being processed and followed up.
The committee stressed the importance of strengthening communication and coordination with Libyan embassies abroad and the necessity of officially and regularly informing both the Attorney General and the Speaker of the House of Representatives of the latest developments in these cases and taking the necessary measures to expedite the resolution process and guarantee the rights of Libyan citizens abroad.
At the conclusion of the meeting, it was agreed to submit a proposal to the House of Representatives to establish a specialized body to monitor the conditions of prisoners. This body aims to unify institutional efforts and enhance legal and humanitarian oversight and monitoring of this issue.
