The Development Authority signs a memorandum of understanding with a Turkish company to complete development and housing projects in Sabha

Sirte – January 8, 2026 (LANA) – The National Development Authority signed a memorandum of understanding (MoU) on Wednesday evening with a Turkish company specializing in engineering, construction, contracting, and modern technologies. This agreement is part of the Authority's efforts to support sustainable development and enhance urban and service planning in the city of Sabha.

The MoU aims to prepare the necessary technical studies and planning proposals for several development and housing projects in the city. These include completing the housing project known locally as the Hindiya Project, as well as the Jarma Sabha Hotel (formerly Africa Hotel), thus contributing to the revitalization of these projects according to modern scientific and technical principles, and in line with local development requirements and the needs of the population.

According to the National Development Authority's official Facebook page, the MoU was signed on behalf of the Authority by its Director General, while Jamal Ankaroglu signed on behalf of the Turkish company as its official representative. The MoU stipulates that the company will submit a comprehensive technical proposal outlining the project completion phases and proposed timelines within a period not exceeding sixty days.

The National Development Authority confirmed that this step comes within the framework of expanding partnerships with specialized companies and consulting firms, and leveraging international expertise, in support of implementing Libya Vision 2030 and transforming development goals into tangible, realistic projects on the ground.
