The High Council of State responds to the UN mission's statement and calls on it to respect the principle of national ownership of the political process in Libya.

Tripoli, January 6, 2025 (LANA) – The High Council of State expressed its deep surprise at the statement issued today by the United Nations Support Mission in Libya (UNSMIL) regarding the procedures for reconstituting the Board of Directors of the High National Elections Commission.
In a statement published on its official page, the Council said that the UN mission's statement contained inaccurate characterizations that implied holding the High Council of State responsible for what it termed the political escalation.
The Council stressed that the sovereign powers of Libyan institutions, as defined by the Constitutional Declaration and its amendments, cannot be bypassed or addressed outside the established constitutional and legal frameworks. It affirmed its respect for the role played by the UN mission in supporting the Libyan political process.
The Council stated that the reconstitution of the Board of Directors of the High National Elections Commission falls within its inherent powers and is in accordance with applicable constitutional and legal procedures. It is consistent with the principles of the Political Agreement and its provisions related to sovereign positions, and is aimed at ensuring the Commission's independence and shielding it from political disputes. It is not, as the mission attempts to portray it, a unilateral action or a prelude to escalation.
The Council expressed its rejection of any characterization that holds it responsible for obstructing the electoral process, affirming that the High National Elections Commission, as an institution, will continue to receive its full support as a pivotal national institution. It emphasized that any corrective measures aimed at enhancing the Commission's efficiency and impartiality cannot be interpreted as undermining its role or unity.
The Council noted that a similar measure had previously been taken by the Interim House of Representatives in a similar context, without any statement or public stance being issued by the United Nations Support Mission in Libya (UNSMIL) at the time, and without any accusations of escalation or obstruction of the political process. This raises legitimate questions about the consistency of the standards applied in dealing with the decisions of Libyan institutions.
The statement called on UNSMIL to continue its role as a neutral facilitator of dialogue, stressing the importance of respecting the principle of national ownership of the political process and remaining impartial to any party at the expense of another, thereby strengthening trust and serving the goal of reaching a comprehensive Libyan-led solution.
The High Council of State reiterated its firm commitment to holding elections within a consensual constitutional and legal framework that guarantees the integrity of the electoral process and the acceptance of its results, and prevents the recurrence of crises or the imposition of unsustainable solutions.
