The Electoral Commission refers candidates for municipal council elections to the Public Prosecution.

Tripoli, January 6, 2026 (LANA) – The High National Elections Commission issued Decision No. (1) of 2026 on Tuesday, referring the names of several candidates for the municipal council elections (Groups Two and Three) to the Public Prosecutor's Office for failing to submit financial reports related to their campaigns.
In a statement, the Commission explained that this measure is based on Article (43) of the Executive Regulations for Municipal Council Elections No. (43), which mandates that each candidate or list of candidates submit a detailed financial statement, certified by a chartered accountant, including total revenues received, specifying their sources and nature, as well as total campaign expenditures and their allocation.
The Commission also referred to Article (62), Paragraph (27) of the same regulations, which stipulates that any candidate who fails to submit a detailed financial statement clarifying the sources of funding for their election campaign and its expenditures, in accordance with the approved procedures, is subject to legal accountability and the prescribed measures.
This decision is in accordance with Article (65) of the regulations, which stipulates that the penalties outlined in Law No. (27) of 2023 concerning the election of the House of Representatives do not preclude the application of any more severe penalty stipulated in the Penal Code or any other applicable legislation, as per the published guidelines.
Article (70) of Law No. (27) of 2023 also stipulates the exclusion of any candidate or party found in violation from the electoral process, along with a prison sentence of no less than six months and a fine ranging from two thousand to five thousand Libyan dinars, in addition to disqualification from running for office for one electoral cycle.
The Commission affirmed that these measures are part of its efforts to consolidate the principles of transparency and credibility, ensure the integrity of the municipal elections, and protect the electoral process from any financial irregularities that could compromise its fairness.
