Tripoli, December 29, 2025 (LANA) – The High Council of State rejected the House of Representatives' vote on Monday to complete the High National Elections Commission and increase the salaries of the Libyan army.
In a statement, the Council affirmed its full commitment to the agreement explicitly reached between the committees of the two councils, which stipulates the complete replacement of the Commission's board to guarantee its independence, strengthen confidence in the electoral process, and genuinely prepare for fair and transparent elections that will end the successive transitional phases.
The High Council of State stated that any unilateral steps affecting this sensitive national entitlement constitute a breach of the political consensus, undermine the foundations of the partnership between the two councils, and will only contribute to deepening the division and disrupting the political process.
The Council also announced its rejection of the vote regarding the salary increase for members of the Libyan army, given the burden it would place on the public budget in light of the current economic conditions. It affirmed its commitment to the unified salary scale that achieves fairness and balance among all state employees, both civilian and military, without discrimination or exclusion, and in accordance with the principles of social justice and financial sustainability. The statement stressed the need for responsible national management of public funds, avoiding selective or piecemeal decisions. It called for adherence to political consensus, respect for signed agreements, and joint action to save the country, ensure the success of the electoral process, and build a state based on institutions and the rule of law.
The High Council of State expressed its categorical rejection of the House of Representatives' vote, which it deemed procedurally and legally flawed, regarding the completion of the High National Elections Commission, according to the statement.
