The UN mission concludes the opening sessions of the structured dialogue in Tripoli.

Tripoli, December 15, 2025 (LANA) – The United Nations Support Mission in Libya (UNSMIL) concluded the opening sessions of the structured dialogue held on December 14 and 15 in Tripoli.
More than 120 members, selected from across eastern, southern, and western Libya, are participating in the structured dialogue, reflecting the country’s geographical, political, social, and cultural diversity, according to UNSMIL.
Women comprise approximately 35 percent of the dialogue participants, while representatives of youth, persons with disabilities, and individuals with diverse expertise in the dialogue’s key areas are also participating. These areas include governance, the economy, security, national reconciliation, and human rights.
This dialogue is the first of its kind to be held within Libya and represents a crucial component of the Libyan-led and UN-facilitated political process, paving the way for national elections and the unification of state institutions.
According to the UN mission, the opening meeting was attended by representatives of the International Follow-up Committee on Libya, reflecting the support these members have consistently expressed for the UN-facilitated roadmap aimed at achieving a sustainable and comprehensive political solution.
The mission stated that the selection process for members of the structured dialogue was based on clear and objective criteria. Candidates were required to have no record of human rights violations, corruption, hate speech, or any other unethical conduct. Selection was also based on proven knowledge or experience in at least one of the thematic areas of the structured dialogue, with a focus on credibility and a clear commitment to promoting the Libyan national interest. Additional considerations included the ability and willingness to engage constructively in a consensus-based dialogue, listen to diverse perspectives, build bridges, and provide practical policy and legislative recommendations. Full-time commitment and the ability to participate throughout the structured dialogue process were also essential requirements.
The mission noted that the structured dialogue is tasked with developing practical, consensus-based recommendations that will help create the conditions necessary for credible elections, end the series of successive transitional phases, address pressing governance and economic challenges, advance security sector reforms, and support national reconciliation and human rights.
