Second International Conference on the Shadow Economy and Sustainable Development Begins in Tripoli.

Tripoli, December 13, 2025 (LANA) – The second international conference on "The Shadow Economy and Sustainable Development – Implications and Solutions" began in Tripoli on Saturday, with the participation of the Minister of Planning, Mohamed Al-Zaidani, and the Minister of Economy and Trade, Mohamed Al-Hawij, as well as a number of undersecretaries, experts, researchers, and academics.
The two-day conference, organized by the Ministry of Planning, aims to analyze the reality of the informal shadow economy in Libya and formulate more effective economic policies.
Several research papers and studies will be presented during the conference, covering a number of topics including the size of the Libyan shadow economy from 1970 to 2024, the asymmetric effects of economic growth on the shadow economy in Libya, the shadow economy and the challenges of achieving the Sustainable Development Goals, corruption as a driver of shadow economy growth, and the impact of the informal economy on youth unemployment rates in Libya.
The research and scientific papers presented during the conference also include the impact of the informal economy on Libyan exports and strategies for addressing it, the impact of migrant and unskilled labor on the spread of the shadow economy, the role of the United Nations in formulating international policies to regulate the shadow economy and support the Sustainable Development Goals, as well as the role of digital transformation and artificial intelligence in enhancing the capabilities of the Libyan administration to monitor and track suspicious activities, in addition to many papers that address this topic and its impact on the Libyan economy.
