Libya and Italy complete ratification procedures for the double taxation avoidance agreement.

Tripoli, December 10, 2025 (LANA) – Libya and Italy signed a memorandum of understanding on Wednesday in Tripoli, exchanging instruments of ratification for the agreement to avoid double taxation signed between the two countries in June 2009 in Rome.
The memorandum was signed on behalf of Libya by Zuhair Abdul Salam Al-Azabi, Director of the Department of International Law and Treaties, and on behalf of Italy by Gianluca Alberini, the Italian Ambassador to Libya.
The Ministry of Foreign Affairs and International Cooperation stated that the signing of the memorandum comes within the framework of the Ministry's follow-up on agreements, memoranda of understanding, and executive programs concluded between Libya and its sisterly and friendly countries, and its efforts to complete the legal procedures for their entry into force.
The Ministry affirmed that finalizing the ratification procedures for the agreement would enhance the investment climate in both countries by providing greater transparency and fairness for investors, supporting trade exchange, and facilitating the flow of investments, thus contributing to strengthening economic cooperation between Libya and Italy.
The signing ceremony was attended by the Director of the European Affairs Department, the Head of the Italy Affairs Section and the official responsible for the Italy file at the Ministry of Foreign Affairs and International Cooperation, the Head of the Libyan-European Cooperation Section at the Department of International Cooperation, and the Deputy Head of the Tax Authority and the official responsible for the Libyan-Italian cooperation file.
