Central Bank of Libya: Total revenue (115.3888) billion dinars, and expenditure (107.5) from January to November

Tripoli, December 4, 2025 (LANA) – The Central Bank of Libya announced today, Thursday, that the state's total revenues during the past 11 months reached 115.3888 billion dinars, while public spending amounted to 107.5 billion dinars during the same period.

In its monthly statement on public revenue and expenditure, covering the period from January 1 to November 30, the bank stated that oil sales revenues reached 93.3 billion dinars, oil royalties amounted to 16.0 billion dinars, tax revenues reached 1.0 billion dinars, customs revenues reached 146.6 million dinars, and telecommunications revenues reached 192.2 million dinars. The Central Bank of Libya's profits amounted to 450 million dinars, and other revenues totaled 4.3 billion dinars.

The Central Bank explained that other revenues include a portion of the fee imposed on foreign currency, and revenues received from financial services departments in Libyan cities for public services, including refunds, passport fees, vehicle registration fees, fines, and other fees.

The bank added that total public spending reached 107.5 billion dinars, noting that expenditures under Chapter One (salaries) amounted to 61.2 billion, Chapter Two (operating expenses) to 5.8 billion, Chapter Three (development) to 7.2 billion, and Chapter Four (subsidies) to 33.3 billion.

The Central Bank clarified that the expenditure figures do not include November salaries, and that the operating expenses under Chapter Two include salaries for certain entities and bodies. It further noted that the subsidies under Chapter Four include salaries for certain companies and public entities, in addition to spousal and child allowances, and fuel subsidies.
