Joint Statement by Ten Countries Renewing Support for Libyan Unity and Stability.

Tripoli, November 27, 2025 (LANA) – The United States, Egypt, France, Germany, Italy, Qatar, Saudi Arabia, Turkey, the United Arab Emirates, and the United Kingdom reaffirmed their commitment to supporting the aspirations of the Libyan people for unity, stability, and prosperity, and for achieving a lasting and comprehensive peace in the country.

In a joint statement published by the US Embassy in Libya on its Facebook page today, Thursday, these countries welcomed the Security Council resolution extending the mandate of the United Nations Support Mission in Libya (UNSMIL) and the roadmap presented by the Special Representative of the Secretary-General, Hanna Tetteh. They called on all Libyan parties to utilize this plan and the facilitation efforts undertaken by the Mission to advance a purely Libyan political process leading to a unified government and the holding of national elections.

The statement affirmed the participating countries' commitment to supporting enhanced military and economic coordination between Libyan parties in the east and west, welcoming efforts to integrate security forces. It also called on Libyan leaders to take further steps to expand and institutionalize this coordination, paving the way for the unification of the military.

The statement emphasized the importance of strengthening national economic institutions, particularly the National Oil Corporation (NOC), the Central Bank of Libya, and the Audit Bureau. It commended the appointment of an official NOC chairman by September 29th and the signing of the Unified Development Program on November 18th by representatives of the House of Representatives and the High Council of State, considering these steps essential for moving Libya towards more sustainable economic policies.

The statement explained that these measures will contribute to paving the way for the implementation of NOC programs aimed at increasing production and supporting economic growth, strengthening the stability of the Central Bank of Libya and public finances, and implementing development projects in various regions within an agreed oversight framework.

The countries concluded their statement by affirming that strengthening economic and security integration is a fundamental element for ensuring Libya's sovereignty, security, and long-term prosperity, and for the success of the political process. The statement indicated that: “A strong and prosperous Libya with unified economic, military, and political institutions is in the interest of all parties.”
