The International Follow-up Committee Calls on the House of Representatives and the High Council of State to Complete the First Steps of the Political Roadmap

Tripoli, November 21, 2025 (LANA) – The International Follow-up Committee for the Berlin Process urged the House of Representatives and the High Council of State to expedite the completion of the first two phases of the political roadmap announced by the United Nations Support Mission in Libya (UNSMIL) last August. These phases pertain to the restructuring of the High National Elections Commission and the necessary amendments to the constitutional and legal frameworks governing the electoral process.

This came during a meeting held by the committee on Thursday in Tripoli, co-chaired by UNSMIL, the African Union, the European Union, and the League of Arab States. Representatives from the House of Representatives and the High Council of State were also present. The meeting was dedicated to discussing the latest developments in the new roadmap for the political process in Libya.

The UN mission said in a statement that participants discussed “the first two milestones in the political roadmap facilitated by the mission: the restructuring of the High National Elections Commission and amendments to the constitutional and legislative framework necessary for holding national elections.”

The statement added that representatives of the House of Representatives and the High Council of State briefed the mission on the progress of their work on these two steps, noting “progress in discussions on restructuring the Commission,” with the expectation that this task would be completed soon. They also called on the mission to “intensify its efforts to bring together the Libyan parties to support the completion of these files.”

The statement explained that the meeting “strongly urged members of the House of Representatives and the High Council of State to complete these tasks as soon as possible, especially since three months have passed since the political roadmap was presented to the UN Security Council, while the Libyan people await tangible progress in this process.”

Discussions among members of the International Follow-up Committee also extended to the mission’s preparations for launching “structured dialogue” in the coming weeks, in addition to exploring ways in which committee members and the Berlin Process working groups can contribute to supporting the implementation of the political roadmap.
