Tripoli, November 19, 2025 (LANA) – The United Nations Support Mission in Libya (UNSMIL) welcomed the agreement on the Unified Development Program announced by the Governor of the Central Bank of Libya on Tuesday.
According to a statement issued by the mission on Wednesday, this agreement, signed by representatives of the House of Representatives and the High Council of State, aims to enhance financial stability through the implementation of spending controls and to advance the unified development process. The mission added that if implemented transparently and in accordance with Libyan legislation and international standards for public financial management, the agreement will contribute to supporting economic stability in Libya.
The mission also welcomed the role of the Central Bank of Libya in supporting the implementation of the agreement, ensuring that development funding is directed through sound financial planning and transparent financial procedures. In this regard, the mission stressed the critical importance of sovereign institutions with oversight responsibilities operating independently, applying unified standards throughout the country, and ensuring full compliance with international best practices in public financial management. In its statement, the mission urged all parties to view this agreement as a first step, emphasizing the need for continued dialogue to reach a unified national budget and strengthen efforts to unify state institutions.
The mission stressed that progress in financial governance must be based on institutional cooperation and that it looks forward to the transparent and accountable implementation of this agreement, serving all Libyans and helping to pave the way for an inclusive political process in line with the roadmap facilitated by the United Nations Support Mission in Libya (UNSMIL).
