U.S. welcomes the announcement of a unified development program agreement between HoR and HCS.

Tripoli, 19 November 2025 (Lana) The United States welcomed today's announcement of a unified development program agreement signed by representatives of Libya's House of Representatives (HoR) and High Council of State (HCS) at the Central Bank of Libya in Tripoli.
U.S. Senior Advisor for Arab and African Affairs Massad Boulos commended in a tweet the spirit of compromise and constructive dialogue between eastern and western Libyan leaders that made this agreement possible.
Boulos stated that this agreement can bolster Libya's financial sustainability and strengthen the role of the Central Bank while providing funding for development projects in all regions of Libya and for the National Oil Corporation to increase energy production and revenues for the benefit of all Libyans.
“We urge all Libyan stakeholders to fully implement the agreement and use its momentum to achieve a comprehensive budget agreement and the further unification of Libyan institutions, including through the Libyan political process and the roadmap developed by the UN SRSG Hanna Tetteh,” Boulos said.
“The United States will keep engaging all parties to preserve this momentum and support further progress toward Libya's unification,” he added.
In the same context, the U.S. Embassy to Libya joined Senior Advisor Boulos in welcoming the signing of a unified development program agreement, describing it as an important step for stability, prosperity, and unity in Libya and to strengthen the vital role of the Central Bank of Libya.
The unified development program aims to prevent project duplication among various governments and entities, unify development spending channels within a clear and transparent framework, set spending priorities based on the actual needs of cities and sectors, improve oversight and governance in public fund disbursement, ensure fair distribution of projects across Libya’s regions, and stimulate the economy by directing resources towards productive and significant projects.
