UNSMIL denies that any donor country has a role in determining the direction of the political process in Libya.

Tripoli, 19 November 2025 (Lana) The United Nations Support Mission in Libya (UNSMIL) issued a statement to clarify for the public the mechanisms for funding the UN and its programs in Libya, in response to what it described as "disinformation campaigns" aimed at casting doubt on the funding sources for the political process.
The mission stated that the UN is funded both through its regular budget made up of assessed contributions from all 193 Member states, in addition to specific voluntary contributions from a number of countries to support particular programs, noting that all expenditures are subject to a rigorous global financial oversight system that ensures impartiality and transparency and prevents misuse.
The mission explained that any funding allocated to its programs in Libya, including the implementation of the roadmap, is subject to standardized oversight mechanisms that include mandatory reporting, multi-layered approvals, and independent auditing, emphasizing that these procedures guarantee the integrity of UN missions worldwide.
“UNSMIL has received voluntary contributions from Member States to support several high-impact initiatives aimed at benefiting the Libyan population, including the political process, de-mining and managing war remnants, reforming and unifying national institutions, and supporting the holding of elections. To date, at least 13 countries and regional organizations have provided UNSMIL voluntary funding for the political process and civic engagement,” it stated.
“No donor country has any role in determining the direction of the political process, including the agenda, participants, or outcomes, as a result of their making a donation to UNSMIL’s programs. The Mission’s role is to facilitate an inclusive and professional platform through which Libyans from all regions and backgrounds can address issues essential to a peaceful and prosperous future,” it added.
UNSMIL condemned all attempts to manipulate public opinion by spreading false narratives, calling on all Libyan stakeholders to come together to give the power back to the Libyan people.
The statement explained that the voluntary contributions to the political process are pooled under the “Assistance to the Political Dialogue and Civic Engagement” project, launched in April 2015, and have been used to support the political process and civic engagement activities.
