Libya and Russia sign a memorandum of understanding in the field of competition protection and prevention of monopolistic practices.

Moscow, November 12, 2025 (LANA) – The Libyan Competition and Anti-Monopoly Council signed a memorandum of understanding with the Russian Federal Antimonopoly Service (FAS) on Wednesday, as part of efforts to strengthen bilateral cooperation and exchange expertise in the areas of competition protection and the prevention of monopolistic practices.
The signing ceremony took place in Moscow, with Salama Ibrahim Ghwil, Chairman of the Libyan Competition and Anti-Monopoly Council, signing on behalf of Libya, and Maxim Shaskulsky, Chairman of the FAAS, signing on behalf of Russia.
The memorandum aims to develop institutional work mechanisms and coordinate efforts between the two sides in market monitoring, in addition to enhancing training programs and building the technical capacities of those working in the fields of competition and economic oversight.
Following the signing ceremony, Ghwil emphasized that this memorandum "represents a starting point for a strategic partnership with Russia, serving the interests of both countries in promoting transparency and equal opportunities in local and international markets." He noted that cooperation with counterpart institutions in friendly countries contributes to establishing a fair and sustainable competitive economic environment.
