Al-Koni and Al-Lafi reject the use of the judiciary outside its constitutional framework.

                    Tripoli, November 3, 2025 (LANA) – Presidential Council members Abdullah Al-Lafi and Musa Al-Koni rejected any attempt to exploit the judiciary outside its constitutional framework or to involve the Presidential Council, as the state's governing body, in political disputes or narrow personal conflicts.
In a joint statement issued today, Monday, the two members affirmed that the independence of the judiciary is a fundamental guarantee for protecting rights and upholding the principle of legitimacy in the Libyan state. They emphasized that judicial rulings are binding and must be respected, deriving their sanctity from the authority of the judiciary itself. They stressed that the judiciary should not be used as a tool in political disputes or to settle scores between parties. The judiciary is not a party to the disputes, but rather the arbiter of them, and it is everyone's duty to respect the limits of their authority in accordance with the principle of the separation of powers.
Al-Koni and Al-Lafi considered any attempt to utilize the judiciary outside its constitutional framework, or to interfere in its work or influence its decisions, a serious threat to its independence and an opening to undermining the legitimacy of the state itself. They categorically rejected dragging the Presidential Council, as the state's presidential body, into political rivalries or narrow personal disputes.
In their joint statement, the two deputies clarified that the Presidential Council is a unifying institution and a guarantor of the state's unity. It should not be drawn into polarization or used in any alignments that compromise its neutrality and constitutional standing.
At the end of the statement, Presidential Council members Abdullah Al-Lafi and Musa Al-Koni affirmed their unwavering commitment to the rule of law, the independence of the judiciary, respect for the principle of separation of powers, and the adherence of all institutions to their respective jurisdictions. This, they emphasized, is essential to safeguard the state and protect its institutions from deviating from the spirit of the law and the objectives of justice.
Earlier on Monday, Presidential Council Chairman Mohammed Al-Menfi issued a statement welcoming the ruling issued by the The Constitutional Chamber of the Supreme Court ruled Law No. (10) of 2022 concerning the Official Gazette unconstitutional, stating that the court's ruling clarifies the constitutional flaws inherent in the conflicting laws since their enactment.
