The Anti-Narcotics Agency signs a memorandum of understanding with its American counterpart to enhance cooperation in combating transnational crime.

Cairo, October 30, 2025 (LANA) – In a significant step reflecting the strength of security relations and international cooperation in combating organized crime, a memorandum of understanding was signed this morning, Thursday, October 30, at the Libyan Mission in Cairo, between the Libyan Anti-Narcotics Agency and the US Drug Enforcement Administration (DEA).

A source within the Libyan Anti-Narcotics Agency stated that the signing took place in the presence of Abdulmutallab Idris Thabit, Libya's representative to the League of Arab States, who is also serving as the acting head of the Libyan Embassy in Egypt. Accompanying the agency's director were the Director of the Department of International Relations and Cooperation and an advisor to the agency's director. The official atmosphere underscored the Libyan state's commitment to strengthening international partnerships in the fight against drugs and transnational crime.

The memorandum was signed on behalf of the Libyan side by Major General Khaled Al-Mabrouk Abdulnabi, head of the Anti-Narcotics Agency, and on behalf of the US side by Jason Schumacher, Regional Director for the Middle East and Africa at the DEA.

This signing is the culmination of continuous efforts and high-level coordination led by the Ministry of Interior,

with direct support from the Libyan Ministers of Interior and Foreign Affairs, and Mr. Abdulmutallab Idris Thabit, Libya's representative to the League of Arab States, who is also in charge of managing the Libyan Embassy in the Arab Republic of Egypt.

They have given this matter their utmost attention in order to strengthen the Libyan state's capabilities in combating the scourge of drugs and protecting youth and society from its dangers.

During the signing ceremony, both parties emphasized the importance of exchanging expertise and information, and developing training mechanisms and field coordination, which will contribute to raising the efficiency of Libyan security agencies and bolstering their efforts in combating smuggling and illicit drug trafficking.

The two sides also stressed that the Memorandum of Understanding represents a strategic step in building sustainable institutional cooperation between Libya and the United States of America in the field of combating drugs and organized crime.

It reflects the serious will of the Libyan leadership to engage positively in international security partnerships in a way that serves the national interest and protects society from the most dangerous transnational challenges.
