Damascus, October 27, 2025 (Lana) – The Syrian Ministry of Foreign Affairs announced yesterday evening the beginning of consular services for Syrian citizens in Benghazi, starting Monday, as part of efforts to facilitate access to official documents and necessary consular services for Syrians residing in Libya.
A statement issued by the ministry stated that the services to be provided include extending expired passports, provided that the applicant or a first-degree relative is present in person, in addition to issuing temporary laissez-passer documents (a one-time return ticket to Syria) valid for 90 days only.
The statement indicated that obtaining a laissez-passer requires the submission of an official ID or birth certificate issued by the relevant Libyan authorities, along with two recent, identical personal photos of the applicant, and the presence of the applicant or a first-degree relative.
The statement indicated that the technical delegation from the Syrian Ministry of Foreign Affairs will begin its duties at its temporary headquarters located in Benghazi Events Hall No. (1), from Monday, October 27, to Saturday, November 1, 2025.
The Syrian delegation emphasized its commitment to providing consular services directly without intermediaries, noting that priority during the first three days (Monday, Tuesday, and Wednesday) would be given to Syrian citizens residing outside Benghazi, to facilitate the completion of their transactions as quickly as possible.
This step by the Syrian Ministry comes as a result of the visit of the Syrian technical delegation to Libya on October 18.
Unofficial estimates issued by local organizations in Libya indicate that the number of Syrians residing in the country ranges between 30,000 and 50,000 people.
