Koury urges HCS and HOR to finalize the roadmap.

Tripoli, 14 October 2025 (Lana) Deputy Special Representative of the Secretary General for Political Affairs, Stephanie Koury, urged the High Council of State (HCS) and the House of Representatives (HoR) to meet the expectations of the Libyan people, accelerate their efforts to implement the roadmap, and complete the first two milestones without further delay.

This came during her meeting yesterday with a delegation from HCS within the efforts to support the UNSMIL-facilitated political roadmap.

The mission stated on its official page that the meeting focused on the critical need for the HCS and the HOR to take forward and finalize the first milestones of the roadmap: the reconstitution of the High National Elections Commission (HNEC) and the amendment of the legal and constitutional framework for the holding of national elections.
