The Communications and Information Technology Commission participates in the meeting of the Council of Arab Cybersecurity Ministers in Riyadh.

Tripoli, October 9, 2025 (LANA) – The General Authority for Communications and Informatics (GACI) participated in the second regular session of the Arab Cybersecurity Ministers Council, hosted by the Kingdom of Saudi Arabia at the invitation of the Council's General Secretariat on Tuesday, September 30, 2025, in Riyadh.

The Libyan delegation was headed by GACI Chairman Abdulbasit Salem Al-Baour, and included representatives from the National Authority for Information Security and Safety and the General Authority for Information.

The meeting aims to enhance joint Arab cooperation in building a secure and reliable Arab cyberspace and coordinating efforts to protect digital infrastructure, thus contributing to supporting growth and sustainable development in the countries of the League of Arab States.

In his speech, GACI Chairman Abdulbasit Al-Baour affirmed Libya's commitment to implementing the outcomes of the Council's first meeting by developing a national cybersecurity strategy, which represents a comprehensive framework for strengthening national capabilities and protecting the digital space.

Al-Baour also emphasized that cybersecurity is no longer a technical option, but rather a strategic and security necessity, and a fundamental pillar for building the digital economy and promoting development.

During the meeting, the head of the Libyan delegation presented a number of important recommendations, most notably a call to activate the Arab Cyber ​​and Network Incident Response Team and the establishment of a joint Arab platform for exchanging information on cyber threats.

He also called for enhanced cooperation in developing and exchanging laws and legislation related to cybersecurity, as well as launching an Arab awareness platform on how to address cyber risks.

At the end of his speech, Al-Baour affirmed Libya's hope that this session will contribute to accelerating the implementation of the Arab Cybersecurity Strategy and strengthening mechanisms for cooperation and coordination among member states.

The Council discussed, within its agenda, a number of common issues, most notably the approval of the draft Arab Cybersecurity Strategy and the approval of the Council's accession to the United Nations Convention against Cybercrime.

Joining a number of specialized international organizations was also discussed, and working papers submitted by member states were reviewed, supporting the strengthening of Arab solidarity and integration in the field of cybersecurity.
