Tripoli, September 30, 2025 (LANA) – A team of experts reached consensus on the main elements of a draft law on missing persons during a meeting held in Tripoli, a joint initiative of the United Nations Support Mission in Libya (UNSMIL) and the United Nations Development Programme (UNDP) entitled "Addressing the Missing Persons File in Libya."
The UN Support Mission stated on Tuesday that the two-day meeting, held on September 17 and 18, included 46 representatives from the House of Representatives, the Presidential Council, the High Council of State, the Ministries of Justice, Interior, Defense, and Foreign Affairs, the Prime Minister's Office, the General Commission for the Search for Missing Persons, the National Council for Civil Liberties and Human Rights, forensic and legal experts, and members of civil society and academia.
The participants reviewed the draft law article by article, agreeing on the need to form a unified national committee for missing persons with clear powers to avoid duplication within existing institutions. They emphasized the law's alignment with international standards on enforced disappearances, enhancing the protection of families, and linking the search for missing persons to transitional justice.
The meeting built on the consultations and legal survey that shaped the draft law, prepared with the support of the United Nations Support Mission in Libya (UNSMIL) and the United Nations Development Programme (UNDP). Participants proposed further amendments to the composition and mandate of the future committee and its alignment with international standards.
The committee agreed to form a small drafting team to finalize the text and incorporate feedback from the sessions before submitting it to the House of Representatives. UNSMIL and UNDP will continue their consultations with families of missing persons and civil society organizations to ensure that the law reflects their views and needs.
UNSMIL and UNDP, along with their local and international partners, affirmed their readiness to continue supporting Libya's efforts to establish a comprehensive legal framework for reconciliation and missing persons, as part of the broader transitional justice process and in line with international standards.
