Al-Menfi announces his political vision for resolving the crisis in Libya.

New York, September 26, 2025 (LANA) - Head of the Presidential Council, Mohammed Al-Menfi, stressed that any solution that does not return ownership of the political process to the Libyan people and does not stem from their free will is subject to futile repetition and failed experiments.
In his speech before the United Nations General Assembly in New York yesterday, Thursday, Al-Menfi presented his political vision for resolving the crisis in Libya, which is based on four main pillars: the restoration of full national sovereignty and the rejection of all forms of foreign interference, regardless of its form or justification.
According to his vision, Al-Menfi called for a sincere and comprehensive national dialogue, held within Libya, with the participation of all active parties without exclusion, to reach a comprehensive national consensus.
Al-Menfi's proposal also included the unification of sovereign institutions, particularly the security, defense, and financial institutions, according to professional mechanisms free from polarization or quotas. Finally, the transitional phase should be concluded through a clear constitutional basis and free and transparent elections, in which Libyans choose their rulers of their own free will, without external tutelage or imposition.
The President of the Presidential Council emphasized that the blood of Libyans is a red line, and that the unity of Libya's territory, its sovereignty, and its social fabric are not subject to negotiation.
Al-Menfi noted the commitment of the Libyan parties to implementing the ceasefire agreement signed in October 2020 and to establishing a security arrangements committee in the capital, Tripoli. This commitment has contributed to strengthening security stability and making the current phase one of the calmest in years.
He said, "Many traditional models and mechanisms have been exhausted in Libya, failing to keep pace with the complexity of the political and social landscape and negatively impacting Libyans' confidence in the proposed paths. This places a shared responsibility on everyone to review previous approaches and avoid temporary solutions or narrow understandings that have only prolonged the division."
Al-Manfi pointed out that the Libyan economy, despite the challenges it faces, possesses the capabilities to play a pivotal role in the country's renaissance. He pointed out that the absence of a unified budget and the institutional division have posed real obstacles to development. He affirmed his support for the economic path through the Supreme Finance Committee, with the aim of unifying public spending, strengthening the principles of transparency and accountability, and establishing a just distribution of wealth.
On another note, Al-Menfi emphasized that illegal immigration is not merely a security issue, but rather a humanitarian challenge with deep economic roots. He called on the international community to adopt a comprehensive development approach focused on supporting infrastructure and creating job opportunities. Source countries, in partnership with the African Union, instead of narrow security approaches that have proven to be unsuccessful.
The President of the Presidential Council also affirmed Libya's steadfast position on the Palestinian issue, which stems from humanitarian principles and its Arab and Islamic roots.
Al-Menfi condemned in the strongest terms the positions of some countries that continue to hide behind immoral neutrality regarding the crimes of genocide and flagrant violations of international law being perpetrated against the Palestinian people, particularly in the Gaza Strip.
He added that eight decades have passed since the founding of the United Nations, and the Palestinian people continue to languish under occupation. He called for responsible international action to end the occupation and guarantee the legitimate rights of the Palestinian people.
Al-Menfi concluded his remarks by saying, "The time has come for the world to look to Libya as a story of steadfastness and will, a homeland that possesses all the ingredients for success: a proud history, a cohesive society, promising resources, and a free people aspiring to peace, democracy, and prosperity."
