In an article received by the Libyan News Agency, explaining the global governance initiative proposed by Chinese President Xi Jinping, Liu Jian said that reforming and improving global governance does not mean overthrowing the existing international order or establishing a new one outside the existing international system. Rather, it aims to enhance the efficiency and effectiveness of the international system and existing international mechanisms, enabling them to better adapt to changing circumstances, confront various global challenges quickly and effectively, and better serve the interests of all countries, especially developing countries.
The Chargé d'Affaires affirmed that the People's Republic of China and the State of Libya maintain distinguished coordination and cooperation in international forums, foremost among them the United Nations, and are earnestly striving to advance the development of the international system in a more just and rational direction.
Liu Jian also noted in his article that the two friendly countries are resolutely working to safeguard national independence, unity, and territorial integrity, reject foreign interference, and firmly support the defense of international justice and fairness.
The Chargé d'Affaires said that both sides are committed to the principles of mutual respect, equality, and mutual benefit, particularly the existing strategic partnership between the two countries. He emphasized that the roots of Sino-Libyan friendship are deeply rooted in history.

He emphasized that each of these four initiatives has its own priorities and will be implemented in parallel, injecting more positive energy into the changing and turbulent world from various aspects and providing a stronger impetus for human development and progress.
