New York, September 4, 2025 (LANA) - The UN Security Council welcomed the roadmap presented by the Special Representative of the Secretary-General for Libya, Hanna Tetteh, in her latest briefing to the Council on August 21. The Council considered it a roadmap capable of advancing a Libyan-led and Libyan-owned political process, including the points it included, including ending the transitional phase, achieving progress in reaching consensus on unifying institutions, and leading the country toward free, fair, transparent, and inclusive presidential and legislative elections, consistent with Security Council Resolution 2755 (2024), within an 18-month timeframe. In parallel, a structured dialogue should be held with stakeholders from Libyan institutions and the Libyan people.
In a press statement issued yesterday, Wednesday, the members of the Security Council called on Libyan institutions to work fully, transparently, and in good faith, without imposing preconditions, and to reach compromises that ensure progress in a Libyan-led and Libyan-owned process under the auspices of the United Nations Support Mission in Libya (UNSMIL). They reiterated their call for the international community to support this process.
The members emphasized in the statement the importance of progress toward unifying all institutions, including military and security institutions. They called on the relevant institutions to take the necessary steps to finalize financial arrangements and prepare a unified budget that ensures the stability of Libya's financial system for the benefit of all Libyans.
The statement welcomed the revitalization of the International Follow-Up Committee on Libya, also known as the Berlin Process, and encouraged its continued development and progress.
The members of the Security Council expressed their concern about the fragile security environment in Libya and stressed the importance of maintaining security and stability throughout Libya. They advised the Libyan parties to respect the 2020 ceasefire agreement and refrain from any unilateral actions that could threaten the fragile security situation and the safety of civilians.
The members of the Security Council welcomed the recent completion of municipal council elections in 34 municipalities in Libya, commending the High National Elections Commission for its efforts, and noting the suspension of local elections in a number of municipalities. They also stressed the importance of ensuring the full, equal, effective, and safe participation of women in the process.
Finally, the members of the Security Council emphasized the importance of all Libyan parties accelerating progress towards lasting peace, stability, and security for the Libyan people. They also reaffirmed their respect for Libya's sovereignty, independence, territorial integrity, and national unity.
