European Statement: Tetteh's Roadmap Provides a Clear Path to Elections and Ends the Stalemate

Tripoli, August 25, 2025 (LANA) – The European Union Delegation and the diplomatic missions of EU Member States to Libya welcomed the new political roadmap announced by the Special Representative of the Secretary-General for Libya, Hanna Tetteh, before the UN Security Council on August 21.
The European missions commended the comprehensive plan presented by the United Nations Support Mission in Libya (UNSMIL), stressing that it is the result of extensive consultations with various components of the Libyan people and constitutes a practical framework for progress towards peace and stability, according to a statement issued by the EU Delegation, published today, Monday, on its official page.
The statement emphasized that the three pillars of the roadmap – establishing a viable legal and constitutional framework for holding presidential and legislative elections, unifying institutions through the formation of a new unified government, and launching a structured national dialogue to address contentious issues – represent a clear path out of the political stalemate and fulfilling the aspirations of the Libyan people for democracy.
The European missions called on all Libyan parties to expedite the implementation of the preliminary steps, most notably the restructuring of the High National Elections Commission and the amendment of relevant legal frameworks. They also expressed their full support for the call for a comprehensive national dialogue that places the Libyan people at the center of the political process, affirming their readiness to provide the necessary support to ensure the plan's success, including responding to popular and international demands to hold those obstructing it accountable.
In a related context, the statement strongly condemned the rocket attack that occurred near the headquarters of the United Nations Support Mission in Libya (UNSMIL) during the Special Representative's briefing, describing it as an "unacceptable act of terror."
The statement praised the Libyan authorities' rapid response to this incident, reaffirming the European Union's support for the UNSMIL and its firm commitment to the peace process in Libya.
